I have the honour to transmit for your
consideration the enclosed copy of correspondence
on the subject of the system of accounting for refunds of revenue
and to suggest that in future all such refunds should be
deducted from the revenue collected under the proper heads
instead of being treated as at present as items of Expenditure.
2. It seems to me unfair to tax the Colony for
Military Contribution on receipts which are only temporarily
kept by Government.
